In terms of developing and modernizing agriculture, the approaches should cover developing agribusiness consultants and experts, who have sufficient agricultural knowledge and management methodology, keeping on training the 2nd generation of distinction seed talents, improve the effectiveness of consultation from consultants and experts and enhancing agribusiness competitiveness.
The modernized management is the key for sustainable management of agriculture industry. Therefore, based on the above reason, the “project of training agricultural management personnel (推動農業經營管理人才培訓計畫)” was drafted for the following purposes:
Develop distinction talents who are professional in agribusiness techniques, operation and management and also meet the requirements in modern times.
Instill concept of modern agribusiness management and operation in agriculturists.
Train professionals systematically to improve agricultural development in Taiwan.
Introduce the concept and methodology of management to the agricultural industry to enhance industrial rivalry.
Improve the quality of agriculturist management and agricultural products.

To implement the National Science and Technology Program for Agricultural Biotechnology (農業生物技術國家型科技計畫), reach the target of the program and put the research results into practice, the Industrial Development Bureau, the Ministry of Economic Affairs (經濟部工業局) has launched the promotion program for commercialization of agricultural biotechnology (農業生技產業化技術推廣計畫) according to the act 22.1 of the “Enforcement Rules of the Statute for Upgrading Industries (促進產業升級條例)” and the “assistance regulations of commercializing the research and development results of biotechnology (生物技術研發成果產業化推動輔導辦法)”. This promotion program is expected to exploit and integrate the research and development resources relating to agricultural biotechnology and encourage manufacturers to learn the techniques and commercialize the R&D results of the National Science and Technology Program for Agricultural Biotechnology (農業生物技術國家型科技計畫). In the meantime, all the professionals from industries, governmental departments, academic institutes and research institutes should be invited to involve in developing local potential products and techniques which have industrial advantages in order to improve the competitiveness of Taiwan’s biotech-products. These approaches could build the foundation of developing agricultural biotechnology industry and being the R&D and operation center of agricultural biotechnology industry in Asia. |

Liberalizing agri-trade is an inevitable trend while facing the competitions from free markets all over the world. In order to confront more difficult obstacles and challenges and solidify the rivalry foundation of domestic agricultural products, how to innovate global marketing campaigns has become the priority task of working on upgrading agriculture. The Council of Agriculture, Executive Yuan (行政院農業委員會) has drafted the “project of promoting more agricultural products internationally” and on the same date October 27th the draft was passed by the 1152nd committee conference the Council for Economic Planning and Development, Executive Yuan (經建會). The project appoints the Executive Yuan to provide consultation services and assist food manufacturers, retailers and relevant agriculturist groups to open overseas markets for domestic agricultural products. Agricultural human resources training programs, thus, have been organized to enrich agriculturist groups’ practical knowledge and skills. Providing training programs is the mission of this project. |
